I like Montmartre: village atmosphere, good restaurants with many French people in them (always a good sign).
So long as you are within the Peripherique, you will be close to a Metro station and can get to anywhere else within the Peripherique within 30 minutes at most.

Take a look at any good Paris street map for relative locations in Paris. But for what you describe, the neighborhoods of the upper-6eme-Saint Germain des Prés (from Jardin du Luxembourg north to the Seine) would seem to suit your criteria best. Lively, interesting neighborhoods and quiet enclaves, more than enough good restaurants, bistrots and cafés to suit almost any taste, appetite or budget, more than enough interestion stores and shops to %26#39;max-out%26#39; all but AMEX %26#39;black%26#39; and excellent, convenient public transportation connections to %26#39;everywhere else%26#39; in Paris...all within easy strolling walking distances of your hotel%26#39;s lobby. If this neighborhood has a %26#39;..flaw..%26#39;; it is that there%26#39;s so much right there, that you may be reluctant to venture out to Paris%26#39; other great neighborhoods.
But any of the %26#39;core%26#39; arrondissements will suit your purpose well enough--the 1er--Louvre/Tuileries, 3eme-upper-Marais, 4eme--Îles/lower-Marais on the Right Bank and the upper-5eme--Latin Quarter, upper-6eme--Saint Germain de Prés. On either Bank, the closer to the Seine the better. All of these neighborhoods tend to %26#39;flow%26#39; together, almost seamlessly along the Seine. You%26#39;ll also find that a great deal of the Paris that you%26#39;ve come to see, visit and enjoy is within easy strolling/walking distances of just about any address within them...and for those places that aren%26#39;t, there are many different, convenient, public transportation--RER %26amp; Metro lignes, Bus routes--options within a few meters stroll of anywhere you happen to be in the area at the moment.
If you want to expand this %26#39;core%26#39; area a bit, then you might also include the 8eme--Arc de Triomphe/Champs Élysées and lower-9eme--Grand Boulevards/Opéra/Madeleine on the Right Bank and the 7eme--Invalides/Ecole Militaire/Eiffel Tower on the Left Bank (the closer to the Seine the better).

Hi vj40~ I really liked the Marais area. Disrtict 3 and 4. Very central to everything, good bus %26amp; metro, but the best part is that is was so interesting. Small narrow streets, funky intriguing shops, good restos, some great markets, something new around each corner. I think it had it all. Do some research on the Marais area, you%26#39;ll see that it is an older area that is full of beautiful old mansions and stunning architecture. We just loved it. I%26#39;ve only been to Paris once, but my huband %26amp; I were happy we were in that area.
